Pleasssseee help. I am an aspiring concession trailer vendor who has just experienced a major road block with the commissary base law in Georgia. My trailer is being customized and will be finished in about two weeks. Does anyone know any way around the commissary base law. Maybe even temporary solution. What is the best and cheapest solution in this case?

Go around and ask any other concession in your area where they have there commissary as I found my on craigslist. and as far as going around your HD not a good idea to try a upset them as they can make your live quite hard, if you tic them off.

Local law is local law but what do you need the commissary for - water, food prep ? What type of food are you serving? In CT I found that for water I could use any state registered public water supply but my HD let's me dump my grey water into my own septic system at home because I have a newer engineered system. All my food is frozen (no prep) so I don't need a kitchen. Therefore no commissary needed for me. You may be able to adjust your products similarly but you need to talk to your HD to be sure of their reasoning for the commissary if you want to get around this.

There is no way around the HD Rules and Regulations. Most all of the counties in Georgia have adapted the standardize HD rules from the state. There are a couple of counties in Georgia that will allow variations. Cherokee County will allow you to put a base of operation in a residence if it meets certain requirements and Fulton County will allow you to partner up or contract with an established restaurant to use as a base of operation. If you plan to operate in Fulton County (City of Atlanta) then find a restaurant to operate out of. But understand that there is process you must go through in order to permit your trailer with the HD and get locations permits from City of Atlanta Permit Division. It easiest way but also the most costly is to open your own base of operation. Remember that the base of operation only needs the minimal requirement to operate. Basically what ever your trailer in not capable of doing the base of operation must be able to provide. If you are in Atlanta join the Atlanta Street Food Coalition. I attended a Street Food Summit a few weeks ago that was most informative. You can always do like the rest of us and start with the festival circuit. We do about three a month and only have one that requires a temporary food permit. ($50 / Cherokee County.) It is a great way to break into the business, meet other food vendors, and make a little cash.
