I don't know if the practice still goes on, but I would watch the hot dog vendors arrive early at the Metropolitan Museum and take water from the fountains before the crowds came.

Weeks to months to follow up on complaints and make return inspections? I see the hard working beaurocrats on the public payroll in NYC are just as lazy as ever. Glad to know our tax dollars are being so well spent. I wonder though how come more people aren't dropping to the sidewalk with food poisoning if the carts are so filthy.

I worked in Center City Philly for over 15 years, definitely buying food off the street, and if I inadvertently read anything like this about Philly off-the-cart guys, I'll be in need of some serious therapy. I might take the Elise route and try to block it out. Or maybe I'll turn into Howard Hughes and start wearing tissue boxes on my feet (why that sparked that comment, who knows...). If I let myself think about it too much, I'm gonna get scared (and they wonder why I moved to Jersey).
