I think the boiling heats them all the way through and then the frying makes the outside crispy.
I use the above method when the dawgs are still frozen and the craving hits. Grilled is the preferred method though and the wife wants hers blackened. Of course when the kids were younger hotdogs where a weekly thing done in many ways from casseroles to wrapped in dough with a slice of cheese and baked.
