 Do I need a tag?

Hey all, new to the forum, been lurking for a while. Looking to buy a used cart in great shape but the only paperwork the seller has is a hand written receipt from the previous owner. I tried to include a pic w/ no luck, the cart is an ordinary sized towable and my question is do I need to tag a cart this size in Florida? And if so, will the lack of paperwork be a problem? I know I can probably get this info from the dmv on Monday but I would like to be able to make this deal today. Thanks in advance for your help.

    I just got my cart from Florida and owner said that in Florida you don't need tags or titles, But in PA you do. If I wanted to I could apply for one from my state if "I Made It" which I would state "I did" CBB in PA PS I haul it on a trailer to locations with all my other stuff,
