Not directly in Dubuque, but not  too far away is the Roadfood favorite, Breitbach's Country Dining. Unfortunately the original building was destroyed in a fire  and I understand the new building doesn't quite have the charm. I had a good meal there back in 2011. The huge midwestern style salad bar was especially a great treat.

Breitbachs was in a documentary Spinning Plates, and they won  James Beard Award in the American Classic category. There is always the Pizza Ranch.

Jack's Chicken Palace has been around for over 50 years and is a local favorite; I tried it last year and it's pretty good although not heavily seasoned.

If you have a little time while you're in McGregor you could hop over to Prairie du Chien and Pete's Hamburgers.  Not everyone is a fan but they're pretty unique and worth a try at least once.

I think alot of people don't know about Breitbach's had burned down twice. The old burned ,a new was builded and that burned down also. I don't think they were in the 2nd one for more then a year. So the one now is the 3rd restaurant on the same spot. Great food.

I'm glad the food is good. If only they can keep from burning down the restaurant at the same time......" /> Kinda an expensive habit...." />

If you want a quick burger, I really like the burgers at Kalmes Breaktime in downtown Dubuque at 1097 Jackson Street.

From what I can tell they've been at that location a long time. It's kind of a dive, a bar, but the food is quite good.
