Look into Mary Ann Esposito's cookbook Nella Cucina for a cookie called "Ossi de Morte": "Bones of the dead". Basically, it's a mixture of meringue, chocolate, and almonds, spread in "bone shapes" on a cookie sheet, baked, cooled, and dipped in a chocolate/butter mixture..... They're traditional in Italy for the feasts of All Saints and All Souls (November 1-2, respectively), but do just fine for Halloween too.

Are you allowed to take home made goodies or do you have to take store bought. I know the schools in this are do not allow anything home made anymore. Bugles are always good, you can pretend they are witches hats.
How about grapes-pretend eyeballs. Pretzels with orange tinted cream cheese dip.....

We had a large Halloween party for kindergarten and first grade children a couple of years ago and the children were delighted with the "ghoul hands" that we served. We bought transparent plastic gloves and filled them with popcorn and tied them with black ribbon. It was a fun treat for them to eat.

I think you should check out the Cat Box Cake thread in the Recipes section. I am so glad that somebody dug that one up again! I had forgotten all about it!
