 Ice cream Palour VS City

Hi all, I am considering in putting in an Ice Cream Palor in the front of my house an 1850's Federal style. I now have a Primitive Gift shop there. We had a Dairy Queen in Town and they were bought out by a jewler, to demolish the building and put in a new Jewelry store. At the other end we had an Independent (Rita's Type) business go into a remodeled free standing bld. They did great until a real Rita's came to town, They did not open this year. So back to my place. In the Basement there is an Ice Cream Cabinet called a Bobtail. It has a freezer that only holds 4 easy to dip out of sliding lid. I would have a 8 use cabinet w/water and sewage to take water runoff. The building that I'm is zoned commercial and dosen't need off street parking.(per City Zoning) But here is my delemina. The city states that being that I'm going to put in a new water tap and vent old water to sewer line. I have to pay for more water usage and sewer usage and Trash removal, I now have an Apartment above the proposed shop. So in essence I will have to pay for 3 water hook ups and usage fees. That's about $600.00 per month I have all the other bases covered like, Lighted Exit signs and a restroom. My biggest problem would be the water issue. If there was another way to keep the dippers usable (clean) I'd do it. I would be doing no cooking so no need for ansel system. WWYD? The actual cost for a quick remodel would be about $2,000.00. This room is a former Doctor's reception room with all wood cabinitry and and long counter. PS Also the city will not let me convert it into an apartment, because it's commercial.
