We had Scottsdale Insurance Group  (AZ) when we were in TX. they insure Food Vendors. It was a special insurance Corpus Christi HD said we had to have. Got it thru a local insurance outfit. Only two insurance places even knew what we were talking about. Most wanted to sell us car insurance or a business insurance that did not cover food.

I wondered the same thing and I never thought to ask the Health Dept. for input on where to find an insurance agent that covers food vendors.

I use Rocky Matlock agency (Nationwide) in Cookeville, TN.  They've been great to me.  I've got a 2mil aggregate on commercial and I have my cart and truck insured on the same policy.  I pay 700 yearly.
