...what is it? We just got a new place in town that specializes in this. What is it? Is it like a sno-cone, a Slurpee, a Popsicle? Why New Orleans? Is it Cajun flavored? Ok, I'll stop now....  -Curious,

You have to be in NO to appreciate the uniquteness of the taste. In my opinion quality is only directed by the differential of taste. In this case. the ice is unique.
so is most everything else in NO
