When it comes to Fast Food Franchises, how much of the menu can the owner/ operator refuse to carry?

For example can a Wendy's franchise refuse to sell Frostys or Chili if it wished?

In my hometown, several years back the man who owned the McDonalds franchise really considered dropping the breakfast menu all together, other than drinks and the Egg McMuffin. Nothing else. No Pancakes, No "Big Breakfast platter", no gravy and biscuits,No McGriddle sandwiches, etc...

He also considered dropping Fish Sandwiches. Dittos with McChicken too.

But in the end everything stayed. Wonder if McDonalds themselves forced him to carry them.

Also why are some items available in one area but not in another? Poor sales? The franchise owner believes such and such product is "stupid"? My dad told me he went to KFC somewhere in the midwest that not only refused to sell those "bowls" but the place even had a sign on the counter saying pretty much the KFC Bowls "were crap" and that they will not be selling them there.

I know sometimes things are tested out in one place
before the decision is made to make that product but i wonder what are the other reasons why something is not available?

Maybe the McDonald's breakfast menu wasn't a big seller and he felt it was losing money or was too much trouble. Not here,in the mornings,a lot of people stop at the McDonald's in Universal City,TX
and grab something to eat before they go to work at Randolph AFB.
Yes,I'm sure McDonald's forced him to carry these items especially since they are found at every McDonald. This guy would have lost his franchise and it might have cost him alot of money,so he didn't do it.
Some items are test items, that don't last because people don't care for them.Others are regional. We have breakfast tacos at McDonald's here, but might not in say Ohio.
those are the only reasons I can think of.

No breakfast tacos at McDonald's in my part of Ohio. But, there's a McDonald's near Columbus where they serve breakfasts on china with actual forks, knives and spoons made out of real metal.

You have to be talking the one in Hilliard on Rome Hilliard Road at Cemetery, near Old Hilliard. The only one I know that does that.

Some McD's items are "regional" in nature like the frightening Mc Lobster roll in Maine. But for the most part if you buy into a franchise you are pretty much required by your franchise agreement to carry what they tell you to, and be open certain hours for business and so on.

The McDonalds by my work carry Double Cheeseburgers, but the one by my house does not.

McDonalds in mall food courts don't always have breakfast, or a full menu of other items.
