I am pretty sure "sweet milk" batter would be made with ordinary milk, as opposed to that made with buttermilk (which would be a "sour milk" batter, since buttermilk is currently made by "souring" milk with bacteria). Since buttermilk is used a lot in Southern cooking, they probably figured that it was necessary to clarify that in this case, "sweet" milk was used.
