Thinking about building a 2nd cart

I can purchase this for $100 and start from there, or start from scratch with a new trailor and material. I will call the health department this week and ask if it's even possible to pass a home built cart before I even jump into this project. I passed a home built one I had purchased last year but the rules might have changed this year. I re-did the plumming and alot of upgrades on my 1st cart and found it to be a nice little hobby. Any advise?

It seems like the metal alone has to be worth more than $100. What is actually up under that skin?

California is real picky on all this stuff from what I hear. Doesnt look like it was badly done.
