Do you make your toppings homemade, such as chili, slaw?

    Do you mean by, "Home Made", make them at home for use on your
    cart? If so NO, that's against the HD rules. And I have never
    owned a cart but from reading many, many, post on the forum I
    doubt your local HD would allow you to run some sort of full
    scale cooking operation on a cart. But do a search here
    to get information from cart owners, and then call your local
    HD and ask them if it's ok.....
