    where in florida?
Some counties do not allow street vendors.
If you go to one that does, you need to take test for food managers card and have cart inspected. I can send you pdf of regulations for florida if you like.

In a nutshell, FL State Regs:

State Plan Review, with schematics and commisary paperwork- $150
          Need a commisary- varies
          State Inspection- $395 (I think)
Managers License- Not sure. Already have one on file from a previous job
State Tax collecting certificate- should be free. I'm only half way through the app

There is probably a little more. I can only think of the big ones right now.
Then you start on the local county and city paperwork, none of which can be done without the above state regs being taken care of first.

          Hope this helps.
