that's because the Chinese and Indian restaurants do not know what a hot wing (ala Buffalo) really is. They always use the wrong stuff.
I used to have a friend who said she made the "hottest" chicken wing.
And indeed they were hot. But they didn't taste good.
There's this idea out there that hot wings, or buffalo wings, are simply spicey chicken wings. But that school of thought will make the wings hot, but not tasty.
There are only three ingredients needed to make Buffalo wings:
1 - Franks Original hot sauce
2 - Butter
3 - Tobasco sauce
the balance of the three is what's key for making a good hot wing.
Since Frank's really provides the tang, you always need tobasco, so it's really the amount of tobasco that differentiates a hot wing from a mild one.
