Why wouldn't you be able to? All the places I've ever been to have such things listed a separate menu items and you can order anything on the menu. Perhaps I'm missing something in your question.

Order as many sides as you can handle. My new trick. Order two 4 piece chicken nuggets. You get 8 nuggets for $2, as opposed to a 6 nugget order for more than $2. Go figgur'. a small fry and drink, you're all set for less than one of those meals, which is really just too many fries. And, if you eat in, you can refill your $1 soda at most places. So, no reason need a large soda.
