Posted Health Dept scores in NC. What do they mean?

I noticed that restaurants (and hotels) in North Carolina are required to post their health department score publicly.   However, I'm not sure what the scores mean.  I though that it was good that a restaurant had a score of 98.5, until I saw another place with a score of 101.5.  So, the score obviously isn't based on 100.  I'm not sure what the maximum number is.    Does nyone know the maximum possible score in NC,  or what these scores really mean?

Usually health department inspections are handled on a county-by-county basis rather than statewide, which appears to also be the case in North Carolina. I've been searching various NC health dept. websites for a while now, and I can't seem to come up with their rating system, however.

Bob and I liked the postings on the wall of all restaurants in N.C. For instance, Snoopys hot dogs had a 92-meaning really good........Red Lobster had an 82( we ate there at the insistance of friends) and think the ratings on the wall is a good idea nation wide.

I got a reply from a friend who lives in NC.  Here is his reply:

 
"The scores in NC are based on 100%. They can get extra points for some things. Generally any score below a 93% or so means something serious like food handling and temperature. Below 90% and you shouldn't eat there." 
 
 
 
As a casual observation on my many trips to NC, it seems that most places score 95 or higher, so he is probably correct that less than 93% could be trouble.

Not NC, but in San Diego I used to love those B graded joints! Hell sometimes a C!

I ate at my favorite Chinese BBQ joint in downtown LA for years, with a C rating...I was never afraid of the roast duck, goose, pork or any of the other goodies they had there.

The thing is, there's the rating, and then there is the severity of the violations. For me, there is a HUGE difference between losing points because you were out of paper towel at the employee hand sink and losing points because you routinely store your raw meat at the improper temperature.
