Once upon a time Jim's would have been my recommendation as well. Lately though, I've been reading reports of slipping quality.
My advice; do a search for Rock Island on the site. If I'm not mistaken, MilwFoodlovers did an extensive list of worthy stops in the Quad Cities area.

A huge Reuben sandwich at Belgian Village in Moline, IL and ice cream at Whitey's (various locations throughout the Quad Cities) were both very good when we passed through the area a couple of years ago.
