They were called Russell Stover Straws and are no longer made.

I don't know about soft ones, but Cracker Barrel carries the hard candy sticks in all different flavors... they look like the straight part of a candy cane.

No fruit-flavored candy sticks on this site, but you will find a soft mint stick. I believe they are made by the Piedmont Candy Company:

I was poking around the net for the soft candy sticks you were asking about and found this link...scroll down the candy page to near bottom and you will see assorted soft candy sticks.

I've seen candy-cane size/consistency sticks in old-time candy stores in apothecary jars, where they still have horehound as a flavor, but that's definitely not it. My brother said the density was close to those puffy mint balls - I sure don't remember them though, and I was all about the candy back then...

I have found them in specialty stores and in malls where they have old fashioned candy stores.
