I pm him, he responds, can't reply to the pm, have to start a new pm to reply.

If you go to that member's profile you can see if he's set up to receive PMs. It's possible he's not and doesn't realize it.

Although that brings up an interesting question: if a person's not able to receive PMs can he still send them?

There is a member that I can't reply to his PM's, others have the same problem replying to this member.
No problems replying to others.
