Unless they've changed their policy, Louie Mueller BBQ does not do mail order. I've inquired many times over the years.

Portillo's which makes my all time favorite Italian Beef sandwich, does mail order. Although I have a Portillo's a mile from my house I have eaten the results from a mail order kit and it tastes just like you get in the restaurant.

If it's BBQ, hundreds of places ship it. There's no one "Best" since it's a matter of Personal Taste and judgement.
BBQ Cookoffs have become big business. You never hear of one outfit winning everything every year. That's why they heat up their rigs every year!

It's delivery, and it's terrific. We've ordered BBQ by mail many, many times (from Moonlite, Dreamland, Corky's, Interstate, the Rendezvous, County Line, Clark's Outpost, Jack Stack, and perhaps a few others) and, yes, it's true that in almost all cases the results are a compromise. Good enough if you live in a barbecue-deprived region of the country but not up to "being there" levels.

That said, we have found one other place, besides Louie Mueller, that excels at mail-order, and that's Black's of Texas. The brisket and the sausage come out perfectly, and the ribs heat very well too, if not quite at the level of the other two.

I think there are two general guidelines to follow when ordering BBQ by mail: beef works better than pork, and warm it very slowly.

I am certainly no authority on this, but my guess would be, "None of the above".
I can not imagine that any BBQ would survive going thru the mail in a good condition. It would probably have to be frozen, which, in my opinion, would ruin it. You probably would get better BBQ at your local deli.

The ONLY way to have decent Que is to have it right off of the smoker!
