But then most of them have a glowing blue end, so it's pretty obvious they aren't actually smoking.  &lt;br&gt;  &amp;nbsp;  &lt;br&gt;  Ever since Michigan went non-smoking in public places, some restaurants have had to completely change everything to try to bring in a new clientele because their smokers choose to stay home, while others have flourished. And then you have the places I hang out, where we all chip in to pay the minimal, token fine from the health department on the off chance they get enough complaints to be fined (it's something like ten complaints before you get a fine), and just smoke inside anyway. There technically is no smoke, but from what I understand states such as NJ and the Airlines have taken it upon themselves to ban them. I don't believe I've seen anyone using one in a public place or any place take any action or warning someone using one. I can see how other patrons or management might be confused since some do look exactly like a regular cig. There's lots of folks that miss a smoke after a meal and recent "campus bans or free zones" are driving away those that do smoke from a lot of places that they can no longer step outside in unbounded areas to catch a smoke.
