Mex seafood in Phoenix?

About 10 years ago I ate a couple of times at a fabulous roadfood dive in a seedy part of Phoenix (MacArthur Blvd.? Macsomething?) that had the best seafood: huachinango (snapper) in garlic sauce, the juices oozing over french fries, rice, beans, and salad; tostadas with ceviche; ceviche cocktails; great guac... etc... I can't remember the name. Anyone else know what I'm talking about?

san carlos bay WOW!! a really
good mex seafood joint. imagine,
it's a hot, very hot phoenix
afternoon and you're hungry.
you pull in the san carlos parking
lot, go inside, order a cold cerveza,
and a seven seas cocktail.
