Salad topped with french fries in PA

Traveling between Connecticut and Indiana on I-80, we often stop for lunch at diners, truck stops, etc. in Pennsylvania (Poconos/Alleghenys part of the state). In a number of such places, my wife has ordered a salad, which arrives at the table with a liberal topping of french fries. We've never seen this anywhere else. Anyone else experienced this? Any insights as to the origin?
