O'Donnells Seafood Norfolk

In the Washington DC area there is a restaurant named O'Donnell's which is now in Gaithersburg, MD. Originally it was on E Street and then Bethesda. They have menu items designated as Norfolk style, Crab, Shrimp, Lobster and a combination. The menu says it is prepared with Tarragin vinegar. It is unique and extremely delicious. They also have rum bums to die for. I can't find a recipe for this type of Norfolk recipe. Where can I find this recipe? Does anyone have one similar to this? Thanks, Conrad PS: I am still looking for a place on MD's Eastern Shore with honest to God fried clams, not strips.
