This is one (probably close to correct) recipe:
Enough red Kool-Aid powder to make 2 qts. of Kool-Aid
1 cup water
4 - 6 cups flour to make a somewhat thick consistency (6 cups probably better)
Mix well
Using a small ice cream scoop, drop balls into oil in deep fryer
Remove and dust with powdered sugar

i95 says the originator used 10 times as much flour (by weight) as Kool-Aid powder, it is likely that the correct recipe uses only enough Kool-Aid powder to make 2 quarts, rather than the whole 19 oz. container.
