Sneeze guard over entire cart?

I'm in the process of setting up a cart in charleston sc and I'm in the process of getting a cart approved. Today I was told that the sneeze guard needs to cover the entire surface not just the steam trays. The cart I'm thinking of purchasing has a steam tray that covers all the steam pans( the cart is the ventura) has anyone else had to cover the entire cart with a sneeze guard? I've seen hot dog vendors in a few different cities and I've never seen a fully enclosed cart.
