Posted Health Dept scores in NC. What do they mean?

I noticed that restaurants (and hotels) in North Carolina are required to post their health department score publicly. However, I'm not sure what the scores mean. I though that it was good that a restaurant had a score of 98.5, until I saw another place with a score of 101.5. So, the score obviously isn't based on 100. I'm not sure what the maximum number is. Does nyone know the maximum possible score in NC, or what these scores really mean? Thanks! Glenn
