Ice Cream Vending in GA or SC

David has decided to vend hand dipped ice cream off the food cart (next summer?). Dumping all the sandwiches and sell just hand dipped ice cream in waffle cones. I know this is only a summer deal. He won't be working thru the cold months. I would like to know how GA and SC views the ice cream vendors? I will be going thru the food regulations for both states. I skimmed thru the GA regs and didn't see anything about ice cream so I will re-read a little slower and more carefully. I know GA isn't fond of food vendors. Does this animosity extend to ice cream?
We will be in NM for two years before moving east. David will call our old NM health inspector (the one we are on good terms with) and find out what is involved with vending ice cream in NM. So that is covered. We would like to move back to the coast (on the ocean... we don't particularly care that much for the Gulf) and would also like to be far enough south that the cold isn't too bad (NOT FL!).
