Is there some science behind burners and pan sizes?

Given a direct heating method (burner under pan) , a popular hot dog cart manufacturer has 3 burners (13,500 BTU each) under a full size pan. He has it divided that way so he can place three 1/3 size pans and control each with one burner.
Another manufacturer has 2 burners (17,000 BTU each) under the same full size pan area. He also uses three 1/3 size pans.
So here is my question. Is there some correlation between burner size (BTU's) and pan size?? Are we talking 30,000-40,000 BTU capacity for a full size pan??
I m asking this because I was looking at a portable gas cooker-warmer-server. http://www.bigjohngrills.com/CWS.html
But the manufacture has it rated at 7,000 BTU total. Is it me or this is a bit way off If I used it to cook hot dogs??
